Relates to the Georgia Special Needs Scholarship Act. Expands eligibility to students with 504 plans, would include students who received preschool special education services under IDEA and would include students who have been adopted or placed into permanent guardianship from foster care. Would include students who have previously qualified for a scholarship.  Would remove the current requirement that the State Board of Education report the number of waivers given for medically fragile students.
